Gov. Baricuatro Unveils 2035 Development Blueprint at Cebu Industrial Summit, Calls for Unified, People-First Growth

Cebu Governor Pamela S. Baricuatro delivered a compelling keynote address at the Cebu Industrial Summit 2025 on Wednesday, October 29, 2025, at the Oakridge Pavilion, Oakridge Business Center, Mandaue City, Cebu. The Governor charted the province’s course for sustainable and inclusive development until 2035 at the summit, which was organized by the Aboitiz Group and gathered key leaders from the government, private sector, and academe to solidify a united strategy for Cebu's industrial future.

In her address, Gov. Baricuatro lauded Cebu's resilience in overcoming recent crises—from the pandemic to the earthquake—and urged for intensified collaboration. She defined her vision as building a "Cebu that never stops moving, never stops creating, and never stops believing in its people."

A People-First Development Agenda

The Governor reaffirmed that her administration is built on the core principles of people-first, transparency, and collaboration.

“When I began my term as Governor, I made a promise: that progress must be felt by every Cebuano — from our growing cities to our farthest barangays.”

She then unveiled the Provincial Development and Physical Framework Plan (PDPFP), the long-term blueprint for balanced, inclusive growth by 2035. This strategy introduces new industrial corridors spanning Metro Cebu, Northern Cebu, and Western Cebu to decentralize and expand economic activity. Crucially, the plan prioritizes investments in healthcare, human development, and environmental stewardship alongside industrial expansion.

Commitment to Key Infrastructure

Gov. Baricuatro also underscored the province’s commitment to advancing major infrastructure projects in partnership with local and international partners, which are essential to support this new growth trajectory. Key projects cited include:

* The Metro Cebu Sewerage System

* The 4th Cebu–Mactan Bridge

* The Metro Cebu Expressway

Concluding her remarks, Governor Baricuatro issued a powerful call to action:

“Let us build industries that not only create profit, but also purpose. Together, we will power not just the next wave of Philippine industry — we will power the next wave of hope. Daghang salamat, ug padayon ta. Ato ang Sugbo (Thank you very much, and let's continue. Cebu is ours).”
